You are seeing this because whatever opened the file is showing a
preview rather than running the page. That happens when an
.html file is tapped inside Mail, Messages, Slack or a file
preview.
On an iPhone: save the file to Files,
then open Files, press and hold it, and choose
Share → Safari. Or use the web address once the app is
live, which is the way it is meant to be opened.
On Android: save it, then open it with Chrome
rather than the preview.
